Recycling Carbon Tax under Different Energy Efficiency Improvements: A CGE Analysis of China

Carbon emission reductions and sustainable development have become hot issues in international conferences. As the most direct instrument for carbon reductions, tax has not been favored by policymakers because of its negative effect on economy. To achieve low-carbon development, we use a computable general equilibrium (CGE) model to simulate recycling under different energy transfer efficiency improvements triple dividends social welfare improvement. This paper contributes literature China. The simulation three main findings: (i) revenue toward reducing resident income rate yields without any improvement; (ii) losses GDP are exaggerated. Meanwhile, brings down emissions total intensity with mild impact Chinese economy; (iii) improvement demonstrates advantages is essential achieving dividends. Thus, propose following policy recommendations: pilot mechanism should be launched high-carbon sectors (such as coal) then implemented other industries gradually; government strongly support technological order development.
